The Extremely-Low and Low-Income Affordability Program (ELLA) was created to achieve deeper affordability for more of the City抯 lowest income households. The ELLA program uses tax-exempt bonds and 4% Low-Income Housing Tax Credits in conjunction with HDC抯 corporate reserves to create low-income housing at a blend of low-income tiers. HDC subsidy may be used in conjunction with subsidies provided by other agencies, including loans provided by the New York City Department of Housing Preservation and Development (HPD) through its ELLA Program, and/or through programs offered by New York State Homes & Community Renewal (HCR).
